Looking for some cultural common thread or "perceptions of cultural similarity" is not a path to peace. It is a path to misplaced altruism and increased egoism, already known as cultural Marxism. The better path to peace is self-determination, free speech, real democracy, just economies, ethical reasoning, ethnoracially homogenous populations, ethically eugenic breeding, lack of xenocentrism, avoidance of geopolitical salience, severe punishment for legalized bribery, severe punishment for egoism, and defenses that make aggression hugely reckless for those at the top pursuing aggression.
